Ayyankali Urban Employment Guarantee Scheme in Kerala 2020 (Eligibility, Application Form Online Apply, Download, Documents)

The state government of Kerala has encouraged the participation of unskilled labor in various schemes. The implementation of the Ayyankali Urban Employment Guarantee Scheme was another step towards achieving the target. Though the scheme was implemented in 2012, it is still active in this area. Recently, the Chief minister of Kerala announced various financial packages to ensure the better implementation of this project.

Key features of the scheme

  1. Financial stability – With the implementation of this project, the Kerala government wanted to provide financial security and stability to the urban poor.
  2. Unskilled sector – Under this scheme, interested candidates will get work in the unskilled and unorganized sector.
  3. Employment in the city – The scheme is only applicable to the people, who reside in the urban areas. The primary aim of the scheme implementation was to ensure that more jobs are created in the cities.
  4. Specified wage – The state government offers Rs. 271 for each day’s work.
  5. Specified number of working days – The state government had mentioned that all selected beneficiaries will be allocated work for as many as 100 days.
  6. Location – It was also highlighted in the scheme draft that the beneficiary will be allocated work with in a 5 kilometer radius, from where he/she lives.
  7. Reservation for women – The official draft of the scheme stated that there will be 50% reservation for the participation of women in the urban task force. It was an effort to empower women.
  8. More financial support – The Kerala government has stated that it will pool in Rs. 42 core in this scheme that will be utilized for the betterment of 82 Municipal areas.
  9. Financial support for unorganized sector labors – In an attempt to offer better financial assistance to registered labors, associated with the unorganized sector, the state government has set aside Rs. 15 crore.
  10. Financial assistance for tailors – To ensure the betterment of the registered tailors in the state, the government has offered a grant of Rs. 9.70 crore to the Tailoring Workers Welfare Fund.

Eligibility for application

  1. Must be a resident of that area – Only the permanent residents of the particular urban area, within Kerala will be allowed to apply for the 100 days’ work.
  2. Must be an adult – If the age of the applicant is less than 18 years, then he/she will be barred from taking part in this scheme.
  3. Must not have a permanent job – If the applicant has a permanent job that pays a significant sum, then he/she will not be able to apply for this scheme.
  4. BPL and EWS categories – The applicants, hailing from BPL and EWS categories will be selected for the scheme.
  5. Must have a bank account – The salary transaction will be carried out through the bank account. So, it is mandatory that the applicant has access to a bank account.

Documents necessary for application

  1. Residential documents – It is necessary for the interested applicants to furnish photocopies of their residential certificates, which support their claims of being legal inhabitants of Kerala.
  2. Identification proof – Photocopies of documents like the voter card, ration card or Aadhar card must be submitted as identification proof.
  3. Aadhar card – It is mandatory for the applicant to attach a photocopy of his/her Aadhar Card with the application form. It will be used for verification process.
  4. Age proof – As the scheme only allows the participation of adult individuals, a copy of official birth certificate or age document must be attached with the registration form.
  5. BPL or EWS certificate – As the scheme had been implemented to increase the financial prosperity of the needy people in the cities; the candidate must submit copies of BPL or EWS certificates.
  6. Bank account details – During the application process, the candidate must attach the details of his/her bank account. The monthly salary will be forwarded in the bank account of the worker.

How to get application form and register for the scheme?

  1. Offline application – The interested adults, looking for employment, must register via the offline mode. They need to visit the local Municipal Office in the area.
  2. Colleting the registration form – The application form will be given to the applicant free of cost from the Municipal Office.
  3. Application form fills up – The person needs to fill in the registration form with the necessary details. It is necessary that he/she also attached a recent passport-sized photo in the specified place.
  4. Attaching documents – The photocopies of the important documents must be attached with the enrollment form.
  5. Submitting the registration form – The person must go to the Municipality office to submit the form.
  6. Verification of the forms – It is the responsibility of the municipality officers to check the documents. After the verification process is over, the names of the selected candidates will be mentioned on the beneficiary list.
  7. Assigning tasks – It has been mentioned in the scheme guidelines that the local urban authority must assign a task to the person with 15 days of the registration verification.

Similar 100 days’ work schemes have been implemented in other states as well. The government of Kerala has taken the necessary steps to ensure that the workers get their wages on time. Small steps as these can go a long way and strengthen the overall financial structure of the state.
