Uchchatar Avishkar Yojana UAY Guidelines
There are some specified guidelines issued by the Central Govt.’s Ministry of Human Resource and Development for the Uchchatar Avishkar Yojana (UAY) for the prime educational institutions of the country. These guidelines are to be followed to bring the new scheme of Govt. implemented in the premier institutions of India. The main aim of launching the UAY scheme is to make students more accustomed with the outer world and give them a market oriented mindset.
Which department is handling the Uchchatar Avishkar Yojana?
The UAY scheme is handled by the Department of Higher Education and is the sole administrator of the scheme. It has for now planned to launch the program only in the premier educational institutions of India like the IITs. It has sent its guidelines to all the IITs and asked them to promote the UAY scheme.
Objectives of the Uchchatar Avishkar Yojana
There are several objectives behind launching this educational and empowerment policy of Govt. As per the past studies, the students getting higher education in India are only having academic knowledge. But they lack the market exposure or are not in a result oriented program. Thus, they do not have a practical knowledge of the work that is really going on in the manufacturing units or the industrial plants. So UAY will make a bridge between the academics and the practical working field.
Practical applicability of Uchchatar Avishkar Yojana
The Dept. of Higher Education has rolled out this UAY project only in the IITs to get to know its feasibility. These projects will be done mostly in the final year of the academic programs where students will be sent for industrial exposure in practical field. This may be within the country or they may be sent abroad also as per the project requirements.
Project implementation procedure of the Uchchatar Avishkar Yojana
Following are the areas of implementation and respective guidelines of the UAY project:

3 | Project cost bearing | The maximum cost will be bear by the institute. The industry will bear around one fourth of the project cost. |
4 | Project approval | A special team from IIT Kanpur will be responsible for the approval of the projects. |
5 | Project funding | For funding of these projects in the next financial year, they must be submitted on or before 15th Feb. |
What are the components for which Govt. funding may be done?
There are some components only for which the project funding will be borne by the Govt. They are having a skilled man power for the project from outside, for buying or hiring industrial equipments which are not available in the institution, expenditure for the collaborations made with external agencies due to project completion and the necessary items needed for industrial experiments.
Govt. funds for the UAY projects
The Govt. is willing to spend around Rs. 25 crore per financial year in this Uchchatar Avishkar Yojana. However there is no limit as such on the size of the industrial project under this scheme. The entire funding will be generated from different areas. Half of the project cost will be on the Ministry of Resource Development. Then 25 % will be borne by the participating department and the rest 25 % by the industry associated in the project.
Project monitoring under the Uchchatar Avishkar Yojana
The details of the project funding are to be sent on or before 15th February of each year. This will make it eligible for funding in the next financial year. The funding will be done in two installments, twice a year.
