He announced the project on 12th May, 2020. To go along with the idea the state government of Gujarat announced a scheme called credit scheme that is new in the market- Atmanirbhar Gujarat Sahay Yojana. Key feature of the scheme
Financial assistance- The scheme will provide financial assistance to the people who live in Gujarat and earn significantly low in a month. The financial assistance will help them to live during lockdown.
Loan for applicants- Besides financial assistance one will be able to borrow short-term loan from any government authorized financial institution.
Loan amount- under the scheme the loan amount is decided by the government of Gujarat and the amount should not exceed one lakh per person.
Interest paid by the borrower- The beneficiary of the scheme will be able to get special facility when it comes to interest; as they have to pay have to pay 2% interest on the loan amount.
Interest paid by the government- In order to reduce the pressure from the poor and marginal people of Gujarat, the government will pay 6% interest on behalf of the people of the state.
Repayment tenure- The time of repayment the loan is three years from the date the money borrowed. The beneficiaries under the scheme will be able to get the facility by depositing the first installment.
Repayment starts from- According to the rules of the scheme, the beneficiary has to pay the first payment after six months; as government is giving the opportunity not to pay any interest in first six months.
Mode of money transfer- In order to keep the process transparent the money will be deposited directly to the beneficiaries’ account and government will follow the Direct Benefit Transfer method.
Number of beneficiaries- According to the survey done by the author, the number of beneficiaries will be 10 lakh in the state.
Eligibility for applicants
Residents of Gujarat- According to the rule of the scheme, to get the facility of the scheme the candidate has to be the resident of Gujarat.
Lower middle income group- There is a criterion for selecting beneficiary and that is income of a person. The financial earning of an individual will be scrutinized to check whether the person falls under marginal section.
Auto owners- As per the rule of the scheme, the auto drivers of the state can apply for loan under the scheme to meet their ends.
Small business owners- The owners of the small and micro firms will be able to apply for the scheme.
Skilled labors- According to the rule of the scheme, the skilled labors of the state will be able to apply for the scheme to get the financial assistance.
Barbers- Among the marginal people the barbers are also counted as one of them and this is the reason they can also opt for application.
Electricians- The registered electrician of the state will get the opportunity to apply for the scheme.
Bank account is a must- As the money will be debited on the beneficiaries account directly so one needs to have personal bank account at any government authorized bank.
Documents required for application
Residential document- During the time of application one needs to submit residential documents to the authority.
Identification documents- The candidate needs to submit a copy of Aadhar card in order to very his/her identification.
Income certificate- As the scheme is for the marginal people so one needs to submit income certificate along with form.
Registration papers of the auto- The auto drivers have to attach the registration of their vehicle along with the application.
Registration certificate of labors- The skilled labors have to provide the registration certificate issued by the State Labor Association at the time of application.
Registration certificate for barbers- According to the rule the barbers also attach registration certificated along with application form issued by State Barbers Association.
Registration certificate for electricians- When it comes to the electricians, they also need to provide the registration certificate authorized by labor association.
Bank account details- In order to get the money to the bank account, the applicant has to provide bank details at the time of application.
How to apply and register for the project?
As the announcement of the scheme was made recently so no portal is made yet. But, according to the Chief Minister of Gujarat, Vijay Rupani, the government will soon implement the scheme and the people will be notified about the scheme via Government of Gujarat’s official website.
So, it is clear that state government of Gujarat is trying hard to stand by the people of state who are in dire. Despite the lower assistance, and minimum loan amount the poor will at least get to buy food and medicine for few months. It will help the nation as a whole to fight against the pandemic.
